Legal regulation of pharmaceutical activity in Russia: trends and prospects of «modernization» policies

Abstract

The article considers the discussion problems of the development of modern Russian legislation in the field of culture, taking into account the provisions of article 44 of the Constitution of the Russian Federation, the law "Fundamentals of the legislation of the Russian Federation on culture" as a legal framework for the preservation and development of national identity, creativity and art, as well as acts of international law in accordance with international norms and agreements, on the example of the Charter on the preservation of digital heritage. In addition, the author of the article emphasizes that there is: first, a real danger of loss of documentary heritage, and secondly, the emergence of innovative unique, valuable digital objects of culture, and this at the state level requires a new modern understanding of culture in General and "digital culture" in particular, which naturally can be formalized in the development of development strategies and public policy in the field of culture. The author comes to the conclusion that the process of formation of the conceptual apparatus (legal definitions) in the sphere of culture, taking into account the use of modern information technologies, virtualization, artificial intelligence, is a real objectivity.
